I thought vaccinations weren't particularly sterilizing so preventing spread wasn't actually panning out as hoped, especially after four (?) months or so after the shot? I may be remembering or misinterpreting the research though.
If that's true, it seems to change the externality discussion pretty significantly, even without getting into least-cost avoidance.
