Sorry, but this statement is incorrect: "since heat loss by conduction is proportional to the temperature difference between outside and inside, the marginal cost of interior temperature-the cost, say, of keeping the house at 70 degrees instead of 69 or at 65 instead of 64-depends on the characteristics of the house but is independent of both inside and outside temperatures".

The cost keeping the house at a specific temperature is directly proportional to the temperature difference between the inside and outside temperatures. Keeping the house warmer when it's cold costs more for higher indoor temperatures.

It’s an assumption he makes in the paper about heat transfer. He relaxes it at the end but it’s a starting point.
